EDMONTON — Alberta Premier Danielle Smith is expected to reveal plans for invoking her government’s sovereignty act.A motion is to be tabled in the legislature today.Smith said Saturday during her provincewide radio call-in program that people will get to “see the architecture” of how the sovereignty act would be used.The act, which the government says allows the province to reject federal laws or regulations when it thinks they cause harm to Alberta, was passed by the United Conservative Party government last year.Smith said on the radio show that she’s “had it” with federal Environment Minister Steven Guilbeault over clean energy regulations. MOSCOW (AP) — Russian President Vladimir Putin on Monday signed a national budget for the next three years that increases spending by around 25% and reportedly devotes a record amount to defense as the the country’s military operation in Ukraine drags on. CHICAGO — A 16-year-old boy was shot during a drive-by on the city's West Side.The shooting happened around 9:40 a.m. Monday in the 1200 block of South Albany in the North Lawndale neighborhood.Police said the 16-year-old boy was walking when a black SUV, possibly a Ford Explorer, approached and someone inside fired shots.The teen was shot in the hand and thigh. (The Hill) -- A new analysis says Maryland has the highest average student loan debt per borrower, coming in at more than $40,000 each.Degree Choices, an organization dedicated to helping students with their higher education journey, analyzed federal data to rank the states with the most student loan debt. The top five states are all on the East Coast, with Maryland in first at $43,116 per borrower. Georgia comes in second with an average of $41,775 each, Virginia with $39,599, Florida at $38,683 and South Carolina borrowers showing an average of $38,360.The bottom five states all show an average of less than $32,000 per borrower. North Dakota has the least amount of average student loan borrower debt per borrower at $30,000. Wyoming is second to last at $30,357, after Iowa at $30,759. South Dakota and Oklahoma come in at $31,746 and $31,875, respectively.
